I know you probably have to own factions to get an alliance, but my friend had an alliance in his guild, and I don't think he had factions. Can you get an alliance for your guild if you only own prophecies?

I don't think you have to own Factions because Ive been in a few guilds before they had alliances and I only own Phroficies(sorry if misspelled).
