Cleo 4 is for weapons, car spawners, speedometer, etc, NOT visual and contact (insides of an andromeda for example) mods.
Google Cleo 4 library
Download first link for cleo 4 in top left corner
Google cleo mods specific for what you want.
Visual mods for cars bikes planes trains etc, change visuals and sometimes on planes giving you the ability to go inside:
Download imgtool
Google (name of vehicle you want) mod
Open the .rar file you download
Open imgtool
Click open and go to GTASan Andreas folder, then models then click GTA3 file
Click edit, search and search for both files in the mod you downloaded. Click extract and save them to a folder
Extract the modded files to another folder
With the same name in imgtool selected, click replace and find the modded version with the same name, do for both
