There are three primary ways of gaining Expansion slots
1: pursue a technology that opens an expansion.
2: conquer a new area of land in the continent map.
3: Purchase an expansion using Diamonds.
Also, selling off lower yielding buildings to replace them with better ones
The only cheap way but long way is to research on the new technolgies tab and research along the path that gives you the expansion space that you need other wise you could buy diamonds very expensive.

I think you guys have forgotten the fourth way - you get expansion via medals
But the free way is to move all things so you place everything in a smart way;)
Fighting PvP for medals to get victory expansions, and you can purchase 2 extra expansions with diamonds each time you reach a new Are/ERA
You can also aquire medals by searching for "incidents" throughout your empire area. They will vary in the amount you find.
