Build more residential buildings, such as a hut, a stilt house, a chalet etc. Which will increase your available population, allowing you to build productive buildings, barracks, and goods buildings, and give you a supply of money that you will have to collect once the supply is full. However, the more the overall population, the more happiness you have to provide in order to keep your city's population happy and productive, if you want supplies and gold. You can keep the happiness up with buildings
Delete goods/production building. Now you get more available population.
