If you're lower league status you can arrange many friendlies against top teams and you'll get a lot of income.

If you open up a new game, once you have chosen your team (Lets say Man Utd) then save the game. You can then go to the controls drop down menu and you will see an option to add another manager, (this can be Chelsea), when your in the screen for Chelsea you can go to buy a player from Man Utd, one you don't want and bid the maximum money chelsea have. Then you will sell the player you don't want to chelsea for LOTS of money. You can add as many managers as you want. Once you have taken all their money then chose to retire from the game and they will get another manager pretty quickly.

Before you start a new game open up FM editor and type in the name of the team you will be managing.
For example Stoke.
In FM click on finance and move this up BY 50%. Then open income
And raise this by 50% then open starting transfer budget and raise by 100%
Stoke 15 million in overall finances per year
Stoke would have have 7.5 million income
And 3.5 million in transfer funds +3.5 in wages

Now after you raise by 100% stoke 30 million in overall finances per year

So stoke would have have 15 million income
And 7 million in transfer funds + 7 in wages

You can make this figurer as much as you want 100 million if you want but make suer you work the percentages wight . You don't want a massive transfer budget just to run out of income.

Use the in game editor - via steam - to create a new database. In it you can edit numerous aspects of the game, including specifying the exact size of the transfer budget. Then when starting a new game select the edited data base. One word of advice - check everything you have edited is as you intended it once the game has leaded; it's a pain to get 3 games into a season only to discover you forgot to set a height for the striker you created and he's only 3 foot tall. An alternative is the third party editor - name escapes me - that used to be free but you have to pay for for v2012. That editor should let you make changes to finances to a game already in progress.

Sell unneeded players. Some can cost in excess of 100k/week. Winning competitions helps. Buy young players train them up and then sell. Its tough but it isnt cheating. I worked my way up to Arsenal. They had only $20m when I arrived, now in the 3rd season, they have in excess of $100m
