Why is it when I pull up to the gate the arm dosen't come out? But I go to the right gate and the arm won't come out.

When you pull up to the gate, ensure the froont door is towards to one of the arrows, stop and press ctrl+J it should move towards you,
Also
If there isnt even a jetway there it's probably because youre scenery isnt high enough. Be careful too high scenery you might experience the dreaded LAG

You have to press CTRL+J but only when you are parked on the yellow lines that you should be parked on.
