Assign spells to F1, etc.?

How do I assign spells to F1, F2, and so on? According to the helps that show while the game is loading, I can do this. Just haven't figured out how.

Mouse over the spell and click f1,f2,and so on then you can use it by clicking on f1,f2,and and so on.
