I'm on the regulator level at the part where you have to increase the pressure in the 3 rooms, I got the first 2 but can't open the 3rd door, is there another keycard? And if there is where is it?

Yes. You have to go back to where you first shut off the steam, Then turn on your flashlight look for some stairs that go up. Go up the stairs, open the door, shoot the heavily armord guys, the key card is on the desk.
