How do I get off the carrier?

In the carrier level I have made it to the boat where the prompt says the USE control will push the boat into the water. I have tried this (over and over) but all it does is either rock the boat back and forth on the chains or knock me into the water where I am unable to get back into the carrier (because the underwater hole is now blocked) to make another attempt. What am I doing wrong?

If you fall into the water you can climb up the cargo net on the side of the ship to get back on. As for the boat shoot at the chains holding it.

Shoot the holding ropes/chains to drop the boat then jump into the sea after it
