Water Well is NOT a decoration item. Find Water Well in the Store. It is located under the BUILDINGS Tab. Buildings offers two categories: FUNCTION & DECORATION.
In the Water Well description it states: "Reduce growth time for irrigated crops by 15%".
However, the game does not make it simple or easy to understand how to make it work. After obtaining all the required items, unlike other Incomplete Function Buildings, the well does not irrigate the crops. When you click on your newly completed well, a box opens with a list of the needed items to upgrade the well.
Sorry - I can help with making it work, but it IS SUPPOSED TO WORK.
When you complete your water well buy sprinkles (for 1rc or 5ooo coins) or ask them from your friends when you click to use sprinkle from gift box you will have a option to install it at any plot.
