Question for Call of Duty: United Offensive

I am stuck in a bell tower and can't get past this point.
When I try to put the cheat code in it tells me to use the ~ key inoptions but it will not drop down the box.
Can any one help please.

When you first start the game, on the main menu, go to options, and click interact or the last button. When you open it up, it should say, enable console. Click "yes". When you start the game now, the console should come down if you press ~.

If you are like me and you can't get the cheat codes to work here is how you finish this level from the bell tower. Make sure that your scoped rifle is fully loaded before you go up the ladder. The machine gunner on the second floor of the other building will continue to replace germans as you kill one another will come to take his place. So, take him out first. Then start to look for the guys with the tank busters. You can't miss more than one time when you are shooting these guys. After you shoot a couple, then look back to see if the macnine gunner is being replaced. You will get the timing for this after you die a few times. Continue to take the machine gunner out and then the others. You can do it.
