You have to go across the yard, and go up one of the guard towers, the sniper will shoot at you a few times (just duck inside the shed and crouch down) READY YOUR ZIPLINE WHILE IN HERE wait til the sniper is walking around and use your zipline to get over to him. It took me a few tries, but this is how and where it's done, then you can enter the Asylum.
