Dr.Young is the X-ray room use your map to find her, she is the one close to elevator on the map.
To rescue her is easy, the goons that have her are all armed so you can't take them head on. Instead use detective mode and find the weak walls and spray the explosive gel you got earlier from the trunk of the bat-mobile on the walls and detonate, this will take out the goons(5 in all three by one wall 2 by another) and you will rescue the doc.
