Is it possible for a non guardian to obtain the travel pass if so how

To get a travel pass you must give a pet rock to Valcneia when you visit her privately. To make this you must go to Warlics shop and go to explore shop, then mix these things into the mixing bowl and you will have a pet rock to give her:

Bad Juice
Slattwob Dust
Magma leaf
