Access to Forbidden cards

Can someone please help me understand this! I downloaded ghost data from this person with a rating of like about 65385, but when I played the ghost data, I saw what his deck was like... It was amazing, but only because it was filled with forbidden cards! I know that you can eventually use 1 forbidden card in your deck, but I want to know how on earth that guy's deck was mostly forbidden cards! Is there a way that you can use more than 1 forbidden card?
Pleeeeaassseee help me with this! I don't understand!

He used an action replay code

Sorry I wasn't very specific in my first answer but you can only unlock to be able to use 1 forbidden card on the game but you can use an action replay to have not forbidden/limited list

Action Replay, I got mine at Target, but they sell them other places to!
