I think the level for the expert cup is somewhere between 12-15. To get the god cards, you must win the expert tournament, go to the second city, and find ishizu. Sje talks to you, and asks you what power do you want, and gives you the option of power and unity. If you choose power, you will have to duel kaiba and if you win, you get obelisk. Ifyou choose unity, you have to defeat kaiba , and then you will get slifer. ( note: you can only have one god card. to get ra, you must find marik, beat him a bunch of times, and he will offer to trade you ra for your egyptian god card. I chose obelisk. obelisk would be my suggestion to you to choose. it is very good. so choose power)

To get into the expert cup you must first find and beat ishizu 3 times at night. Then you must look for bakura. He will change into yami bakura. Afterwards duel the next day and you will get the memo for the expert cup.
