No. You can't make any houses on the volcanic island. Only in the lagoon and one in the jungle

You can build houses on the island. I was quite suprised when the house frame appeared. I did have a few people on the island including an old person, a couple and a child. Last time I looked my couple were happily making babies!

I currently have 4 houses on volcano island, They didn't start to appear until all the other locations were fully built and my population was rising.
