I can't finish the mission 3 it says that "goal complete talk to lily gate" but I can't find lily gates. Please help.im stuck

Just keep walking around each section of town and eventually you should find her.
I find her most often on the docks near the secret cave-storage area or in her office (if you have access to Glasstown). Try calling her on the phone -- she'll tell you where she is at that moment.
She should be in the lobby of the big bucks office on the left side next to the elevator
IF you call her and inviter her over she will come right to you're house then you can find her that way also
