It's daddy bigbucks and thats the point of the game to stop daddy big bucks
U have to talk to Olde Salty's parot, it at the top of his boat. Then it will tell you what to do.

He is at the carnival after you talk to Olde Salty and Pepper Pete's parrot. Talk to his parrot and give it the sail.(You get it after you do a pet show) Then go to the carnival and talk to Pepper Pete and do the puzzle. Its the first one then the last one. And you talk to Winky and he surrounds you with those dancing rats. Pepper Pete traps him. Thats how you do it.
Go to the carnival. There you will see winky . But don't just go to him, those lines actually form a maze. Go to the left most bar. Go straight. It may take a while because you may get caught if you are not careful. Don't go talk to him immediately. If you do your ga,e will freeze. Wait for sometime , and he automatically talks to you.
