Question for The Urbz : Sims in the City

What does the slip of paper that you find in the graveyard mean by "To have this note would be another feather in his hat" does that mean Berkeley Claude cause he as feathers in his hat??? Please answer!! Thanks!! Also the question that I asked before about Darious, don't bother answering it cause I already figured it out on my own. You have to answer I can Deflect sunlight with my breathe, I'm so tough people call me Lil' Sista, and Det. Dan D. Mann had to kick me out of jail. THen he will get scared and run away. The good part about guarding for the meeting is that then the graveyard wont be blocked off and you can find the next clue to Det. Dan D. Mann's Mission for the Mann (3.1). Well thanks to whoever answers my question
