OK go to Bayou at night and go to the twins' house then the ! Brother has a ! above him. He'll tell that he hasn't seen his brother for ages,go to the passage the twin had showed you when you first go to the bayou.He'll be tight up there,to free him you need 7 Mechanical and a chocolate bunny (the fortune teller says that too).

Just get 7 Mechanical and 5 cooking so you can bake the bunny(it's made of 3 chacolate bars).Now give the bar to the "vampire"(the one brother) and then free him.
