Question for The Urbz : Sims in the City

How do I get the mission for splicer island? I keep hearing about how there is a mission for it but I've done everything I can and there's still no goals or missions or anything for it? Someone help me I'm completely lost!

First find the plans to Splicer Isle, which are in the dumpster near the University in Urbania.Then talk to Mokey, and give him food. After that,talk to Sharona Faster. From there it's pretty simple. (:
