You have to finish all the missions in that area!!
I believe that missions go till missions 2!

You have to make 3 friends, raise $500 for a cause and earn 2 promotions in LOCAL jobs!
That's how you get to Simquarter!
You have to finish allthe missions to do into Club Xizzle then from there finih Mission 2 then you have acess to Sim Quarter.
