To steal you either have to be a kleptomaniac or have a career in criminal.You can only steal from people who are your friends e.g.friend,good friend,best friend or more.You can steal 5 simoleons from the counter in the kitchen.Just click on the counter and a button will come up that says steal and click on it. I think that's the only thing you can steal.

If you have the kleptomaniac trait, you can go through anyone's trash can. I have done it a couple times before, but got nothing. You might be able to find something after a while.

You can steal someones clothes while they're in the swimming pool. When they get out of pool they will be completely naked. ( although there will be a blurry bit on the privates )
