This is the wrong game, the game that you're talking about is the sims 2. The awnser to your question is you have to collect 5 mechanical skill points (little blue symbol things that you find in random places laying around the hotel) then you have to wait until it is between 6 and 10 o clock at night and break into the penthouse.
You might get stuck on this bit 'cos it is really hard I was stuck on it for ages but it is possible.
