1) You get the chizel from the butchor once you have finished all the tasks.

2) Chilli I think from the tree by The mrs. Weeder.

3) Cant remember

4) Go diving for cracked bottles and finish all tasks from mrs. Weeder to get bamboo seeds.

Be careful giving the Chef chilis early on or it will make him angry. He wants mushrooms for spices too which are found in the cave with the skeleton.
