Question for The Sims 2

I just got Frankie Fisulli, or however it's spelled, the three bars of metal. But when I ask 'What's up" he tells me if he wanted to see me, he would call me. I've been playing this part for a day or 2 and can't figure it out. Do I need to do something before the next mission?

Leave the penthouse and go do something like sell gourds or whatever then go back up to the penthouse he should talk then....
