Go outside the Hotel.
You'll see Cows. Interract with them and choose the Take Bell Option.

Just walk up to one of the cows is the field and an option will come up to take the bell.

Go to one of the cows located just before the desert. It will be on their neck..

Go up to one of the cows outside the hoterl in that field and one of the interactions should be taking/examining the cowbell or something along those lines. I dfon't think it matters which one you pick.

Go to the cow field and walk up to a cow, it will give you a option to take the cow bell from the cow.
