Hey you go to city hall and go to the guy at the desk. There you can build buildings for the hotel. On it you shud have vault which costs about 3000 simoleons

You go to the city hall where Honest Jackson stays and then you go to the clerk and get a building permit. The vault is a spinny thing in the basement.
