Well I'm stuck there to and it's annoying . I guess the only way is to do what the directions say . And if you have a better answer plz share it

You have to earn 5 mechanical skill then go to the elevator and press hack between 7pm and 10pm. Then pick up the blueprints from the floor, then go down to the main lobby and "What's up?" Emperor Xizzle. He'll tell you that his crack team will work on it. Exit and reenter the main lobby to get the next stage. Tell me if you need to know when the mechanical points appear.
