First you have to go to city hall and say to build the government lab. Then 8 hours later you go into the basement with a mummified alien (can be found with metal detector) an when you are next to the vault, turn to the left and go in to the room you see. Then at the bottom of the stairs, turn left again. You will see a door. Go in. Then walk up to the table and say to do alien auotsphere. There is no potion.
