What is that shed/ barn for (the one near the cows and the bull)??? Is it just decoration in the game or is it something you unlock?

Some people say that when you complete the game and have full mechanical skill and are best friends with Bigfoot, you can find a chest hidden in the desert with a code in it, and the concierge tells you where to enter it. Then you can get into the shed and Honest Jackson is inside, and then you become the mayor and all the shop items are free. But I'm mechanical ten and best friends with Bigfoot and I've looked in the desert and I havn't found anything. No-one says what the code is either.
