Help I'm stuck in france I can not seem to get homer to the top of the eiffel tower no matter how many times I bounce him on the frog legs.

Use the elevator to get up to the first tier of the tower, then use the frog legs to collect Caps and eventually to exit the level on the right.
Just use the elevator to get the the first tier. (Of the Eiffel Tower)
Then use Frog legs to collect caps and finish the level.
