I believe the game you are referring to is Spirit Tracks as Phantom Hourglass doesn't have you blow out the flames. To blow out the flames, equip the Whirlwind tool and blow out the flames. You have to blow them all out to illuminate the path. If you need any more help, let me know

This is in reference to the Sign on top of the volcano on the Isle of Ember if I recall. It is basically telling you how to enter the Temple of Fire. There are two candles outside the locked door to the temple. Simply stand in front of them and then blow in your microphone (you can't blow them both out at the same time). The door will open.
