Here is the way to do it:Give WINGS to Maxwell and put a BOULDER over the button to his left. Press the orange switch to your right, followed by the yellow one. Press the blue button, followed by yellow switch (once more). Fly up and press the orange switch twice. Dig the dirt to your right with a SHOVEL and use a ROPE to attach the starite to the wall. Release the boulder you've created before and fly to grab the starite. Hope this helps!
