Question for Super Princess Peach

I am missing one toad in the second and third levels of hoos wood. I think that they can be found in the underground pipes but I don't know know how to make so that I can get into them. Does anybody know? If you do please leave a walkthrough.

In 2-3 the river has a blue wheel; cry on it and go back. 2-4 go to the bottom of the second room and cry on the wheel.
