To get Luigi, firstly go to Big Boo's level, with Yoshi (i think). Then you have to get to the top of the house, where you'll have to fight King Boo. Defeat him to get Luigi!

Ok ok. You have to be mario. Not Yoshi (spelling). And once you get to were the king boo is there should be a painting of Luigi. Jump in and complete the level.
