You don't need a key, but you need a certain amount of stars to get to the second floor (where the mirrior room is).

No you need Luigi and use the Power Flower to become transparent and run through the mirror to get to Wario's picture and then beat Ice General Mustacheio to get Wario! Please rate and call me.
To get to the top floor, you need 30 stars and to have beaten Bowser in the Fire Sea to get the key to the second floor. Then you run around until you see a door with a star on it. You should either be in the mirror room or the room with the painting of Tiny-Huge Land is. There is also a secret star in the mirror room. Be Luigi and get the Power Flower and go through the door. You should be in a room with a single star in it.
