Near the summit and the block of ice and campfire you should see a snowball on a platform. Go in front of it and it will start to roll downhill. Guide it to the head and the snowball will form the head's body.

Jump up to where you find the lost baby penguin. Search the area for a snowball. Guide it down the hill and make it collide with the snowman's head.
