Can the eel come out to play?

I found the star at the of the eels tail but I wasn't able to grab it in time. Now the star in floating over a thing of air bubbles shooting out and I can't seem to get close enough to retrieve the star. Any advice?

There should be a metal box somewhere you can use to get the star. The metal box will allow you to sink through air bubbles.
