In the main lobby? Just look up at where the light is coming from. You'll end up in a world where you can turn on the flight cap

yes that is correct but when I look up it says something but nothing happens after that. Plus what character do you use?Guest answered:
adjust the camera view so you are looking at the sun on the ceiling then you will be transported to a place where you can unlock the power flowers step on the switch and now you can use the power flowers. ( which are BTW used to unlock luigi and wario)

OK. First Press X untill the camera is zoomed up into your back and then look up into the circle of light
