I'll assume you mean the waterfall outside Peach's castle. The entrance you see is actually an exit to a secret area that contains stars. To reach it you must first go into the 'Hazy Maze Cave' course found in the castle basement. Once in the level make your way down to the swimming dinosaur at the underground lake. Ground-pound on the dinosaur's back to lower it's head and stand on it- now you can direct it to take you towards the double-doors on the far side of the lake. Once there, go through the doors and jump into the metallic portal at the end of the path to arrive in the secret area.
