When you are at Spongebob's house, walk all the way to the right. When you come to the cliff, use the sea creature call to get up. Use it again to get up the second cliff. Once you are up, use the bubble ball to open the gate. Once opened, use super strength to get up the cliff and you will find Sandy's house there.
