Ther isin't one for sonic 2 but ther is one for kukels in sonic 2

You need Action Replay for it. I used it and it works. Here is the code:

When you entered the game press L+R and at the title screen hold Y and press start. You should be at the level select screen. One last thing it also is debug mode to so when you pick a level hold Y and press start.
