I have 94% aproval rating on the sim city creator global warming like 534,678 sims, and the entiar map is full and I've tried everything but nothing is working can anyone help me, oh.. And my entire city is now polluted becoause somewhere I read that you can polllute it at 94% -_- I dint work just someone help plzzzzzz

You simply need to raise the land values to increase the density of people, I completed it without filling every single piece of land by making a lot of parks.
