ITS SUPER EASY!
I (facepalm) got this accidentally, so this might not be true.

Step 1: Build your city as usual bringing it up to 500k
Step 2: Make sure 70% of your map are HD zones
Step 3: Wait until 20XX (2070)
Step 4: Destroy all your big parks (but NOT the big tree.)and replace them with coal plants.
Step 5: Wait a little bit and then you will get a mayor's notice.
Step 6: Maxis & Dr. Sim will talk about you city's future. They will talk about time-traveling. SAY YES!
