This is what I would think you should do. I haven't beaten the game yet, but here's what I would check out.

  • At the top there should be (might be in the building menu) a bar that shows what is in demand. The bar should be divided up between all of the categories evenly. If it is not, you should make more of what is needed.
  • Go to the menu where you can talk to the Sims. Try to get their education, life expectancy, and (the other option I forget) up. The people will live better then.
  • Lower the taxes for the city and raise up the support money for hospitals, police & fire department, schools, etc.
  • Make some bus stops for people. People don't like to walk far distances right? (This is just a guess.)
  • Make a port and other ways of transportation so that Sims from other places can come to your area.
  • If you have a jail, weapon factory, nuclear energy plant, etc. Near any of the places where Sims live, MOVE THEM to a place that is less occupied. The Sims will not like them and your rating will go down.
  • Try talking to the Sims. They may have a problem or complaint that you may not have noticed.
  • Make sure your streets aren't blocked or just not even connected. That will leave civilians, firefighters, police officers, etc. Unable to get to each other. That nearly doomed me in the Renaissance Age when I had a big fire and the firefighters weren't able to get to it. Completely wiped out 2/3 of my gorgeous city. :(
  • Speaking of firefighters and police officers, make sure you have a lot of them in your city. The ratio of houses, stores, farms, etc. To things like fire & police departments should be 200x1. So for every 200 houses, stores, farms, etc., you should have 1 each of fire departments, police departments, schools, hospitals, libraries, post offices, etc.
  • I usually do it in a block formation so I can do it all in a very organized fashion.
  • Make sure that your Sims have enough power.
  • Before you build anything else (if you can build anything else), read the description of the thing you are building. It might say "Sims don't like to live near it though." or something of the sort on it.
  • If all else fails, practice using Free Play. You can experiment with different ways of doing things. This way you can experiment without damaging your city. Who knows, you might find that this new way is better than your old way. To quick build your city on Free Play use this c
