Try building the shopping centres in 3x3 squares. It worked for me. Have you completed the asia development age, because I'm stuck on that. I can't get my approval rating to go up?????

If you look on your upper screen a building will be blue instead of whte surrounding it, if it does that means it's the right building, if it isn't, then of course, it means it's the WRONG builing your not supposed to do.So follow the dierections and don't try to make a non-fiction city, it's of course supposed to be for a Global Warning city.

Try adding a water system thats what I had to do to make them big buildings

Noah188 answered:

If you are on the European Global Warming, that one is the hardest as there is much more pollution than the other two. Try putting in a water system first. Big buildings need water for them to operate. If that doesn't work, try putting in some large parks around the area. Environment is a factor too. Pollution will severely tamper with land values so try to keep the roads next to the High Density buildings un-crowded. In order to get population up quickly, build HD Residence next to lots of large parks and or zoos or stadiums.

Check your water in the information sheet. If it doesn't have water, they will stay 1x1 shops. Also, if the building is a deep, dark blue, it means it is a destroyed building and just 1 shop happened to remain. (It was destroyed in a riot, fire, etc.)
