Receiving Keys via the Unova Link is a pretty difficult process. This is because you must use DS Infrared Communication and have the two Nintendo DS Consoles next to each other.

And now that you can't trade via Wi-Fi on Pokemon Black 2 / White 2 (Nintendo Wi-Fi DS Shutdown), it can be pretty hard to get the other Regi. If you use Cheat Codes, that would be the easiest way to get it.
