Unlocking the Super Double Train.

I've beat the double train quite a few times but the man at the super double train just says that, "this super double train is not ready yet." Do I have to complete something else?

I believe you need the National Pokedex and must have a Streak of 21 Wins before the Super Double Train will be unlocked.
